Safe labor mobility

Solving Ukraine's migration challenges

ompua.org

We build a transparent and safe market for international employment.

Goal

Our goal is to create a transparent and civilized market for international employment of Ukrainians. We aim to protect the interests of professionals seeking jobs abroad and to support the return of those already working outside the country. In addition, we work on legislative and research initiatives to ensure the sustainable development of Ukraine’s labor resources.

Mission

Our mission is to unite private employment agencies, researchers, civil society organizations, and the state to develop effective solutions in the field of international labor mobility. We provide information, support, and guidance for Ukrainians in both external and internal labor markets. We foster public dialogue and research to ensure that Ukrainian labor is valued, not exposed to risks.

Vision

We envision Ukraine as a country where every citizen’s labor potential is realized, and where returning or working abroad is a conscious choice rather than a necessity. We seek a future in which the country not only imports talent but also exports skilled professionals with dignity — and welcomes them back to contribute to national recovery. Our vision includes establishing Ukraine as a model country for labor mobility in Central and Eastern Europe.

Human capital of Ukraine is our top priority

The All-Ukrainian Association of International Employment Companies is an alliance
of responsible agencies, experts, and partner institutions working to build a
civilized and safe market for international labor mobility. We protect the rights
of Ukrainian workers abroad, promote fair recruitment standards, and support
the return of professionals to Ukraine.

The Association actively participates in legislative development, conducts analytical research,
and cooperates with government bodies, businesses, and international organizations. Our activities
aim to ensure that Ukrainian labor is protected, dignified, and competitive, and that labor migration is
safe and predictable.

We work to ensure that Ukraine’s human capital grows, returns, and strengthens our country.

Our key areas of work include:

  • Legislative improvement — participation in drafting regulatory acts governing international employment, labor rights, and mobility of Ukrainians.
  • Analytics and research — studying migration trends, labor markets, business needs, and challenges faced by citizens abroad.
  • International partnership — cooperation with foreign employers, sectoral associations, and international organizations to strengthen standards and guarantees in
  • the labor sector.
  • Educational initiatives — conducting trainings, consultations, communication campaigns,
and informing Ukrainians about safe employment practices.
  • Human capital return — supporting programs and projects aimed at
